Registration and license required for manufacturing, importing, or selling cosmetics under the Drugs & Cosmetics Act.
Cosmetics manufactured in India or imported must comply with the Drugs and Cosmetics Act, 1940 and Rules, 1945. A cosmetics manufacturing license is issued by the State Licensing Authority. Import of cosmetics requires registration with CDSCO. The Cosmetics Rules, 2020 have simplified compliance and aligned with global standards.
Apply to State Licensing Authority (manufacturing) or CDSCO (import) → Submit Form 31 with required documents → Pay the prescribed fee → Inspection by Drug Inspector → License issued upon compliance verification
